Representative Daryl Metcalfe (R-Butler) today joined with a united coalition consisting of dozens of pro-Second Amendment lawmakers, leading state and national advocates and hundreds of gun owners in the state Capitol Rotunda for the Fourth Annual Right to Keep and Bear Arms Rally.
In addition to Metcalfe, other featured speakers included nationally recognized Second Amendment defense attorney and best-selling author Stephen Halbrook; Larry Pratt, executive director, Gun Owners of America; John Sigler, president, National Rifle Association; Kim Stolfer, chairman, Firearms Owners Against Crime; and Melody Zullinger, executive director, PA Federation of Sportsmen’s Clubs.
“Pennsylvania gun owners are vigilantly watching and will never tolerate the enactment of any gun control measure that leaves law-abiding citizens disarmed and defenseless against violent intruders who in most cases obtain their weapons illegally,” said Metcalfe.
In response to cities such as Philadelphia, Pittsburgh, Harrisburg and any other local government entity who have or plan to violate Section 6120 of the Pennsylvania Criminal Code that specifically prohibits local firearm laws, Metcalfe announced the introduction of his legislation requiring any offending jurisdiction to reimburse any plaintiff or organization who successfully challenges an illegal local firearm ordinance for actual damages, reasonable attorney fees and other legal costs.
“Going even further than the Second Amendment of the United States Constitution, Article 1, Section 21 of the Pennsylvania Constitution affirms in no uncertain terms that: ‘The right of citizens to bear arms in defense of themselves and the State shall not be questioned,’” said Metcalfe. “The purpose of my legislation is to financially deter and/or punish any local government official for blatantly violating the clearly established boundaries of our state law and our Constitutions.”
