House State Government Committee to Discuss Closed Door Executive Session Abuse

WHAT: House State Government Committee Majority Chairman, Representative Daryl Metcalfe (R-Butler), will convene a public hearing to discuss House Bill 1671. Sponsored by Representative Rick Saccone (R-Allegheny/Washington), this legislation would establish strict criteria and reporting guidelines for public bodies that enter into private “executive session” meetings by narrowing the instances when an executive session could be called. Additionally, the legislation would require that an entire executive session be audio recorded and maintained for one year to ensure that any allegations of abuse or impropriety can be later verified before the judiciary.

WHO: Testifiers will include: Paula Knudsen and Melissa Melewsky, PA NewsMedia Association; Robert Rolley, publisher of The Express (Lockhaven.com); Kim de Bourbon, Pennsylvania Freedom of Information Coalition; Elam Herr, PA State Association of Township Supervisors; and Joseph Strauch, school board director, Lackawanna Trail School District.
