Metcalfe Celebrates Multiple Defeats of PA’s Gun-Grabbing Governor During Biggest-Ever Annual Right to Keep and Bear Arms Rally

Representative Daryl Metcalfe (R-Butler) today joined with a united coalition consisting of dozens of pro-Second Amendment lawmakers, leading state and national advocates and hundreds of gun owners on the State Capitol steps for the Fifth Annual Right to Keep and Bear Arms Rally.  

“As the reign of our most notorious gun-grabbing governor comes to a much-anticipated conclusion, Second Amendment Liberty remains Second to None in Pennsylvania,” said Metcalfe. “Thanks to your relentless and well-organized grassroots efforts to let state lawmakers know in no uncertain terms that you will never tolerate the enactment of any gun control measure that leaves law-abiding citizens disarmed and defenseless, one-gun-per-month rationing, eliminating statewide pre-emption against local firearm ordinances, mandatory annual firearm registration, and so many other examples of overkill, confiscatory and intrusive legislation unconstitutionally targeting Keystone State firearm owners have repeatedly tasted defeat.”  

In addition to Metcalfe, other featured speakers at Pennsylvania’s largest-ever, annual Second Amendment rally included former Texas state legislator, Right-to-Carry Law pioneer and best-selling author Suzanna Hupp; Larry Pratt, executive director, Gun Owners of America; Wayne LaPierre, executive vice president, National Rifle Association; and Kim Stolfer, chairman, Firearms Owners Against Crime. 

In addition to congratulating all those in attendance for their ever-growing string of Second Amendment victories, Metcalfe and others taking the podium offered their support for two House bills that would provide unprecedented protection to the right to keep and bear arms guaranteed by both the state and federal constitutions: 

  • House Bill 40:   If enacted, House Bill 40 would make Pennsylvania the 24th state in the nation to adopt the Castle Doctrine to fully restore the legal ability of law-abiding gun owners to use lethal force to defend themselves outside of their homes, businesses, automobiles or in state parks against violent criminals.  In addition, it would offer specific protection against civil liability for the lawful use of force in self-defense. 
  • House Bill 1541:   Sponsored by Metcalfe, the Private Firearm Ownership Protection Act targets cities such as Philadelphia, Pittsburgh, Harrisburg and all other local government entities that have or plan to violate Section 6120 of the Pennsylvania Criminal Code that specifically prohibits local firearm laws.   House Bill 1541 would require any offending jurisdiction to reimburse any plaintiff or organization that successfully challenges an illegal local firearm ordinance for actual damages, reasonable attorney fees and other legal costs. 

“Just like our Founding Fathers, both of these essential legislative protections recognize that citizens legally and freely executing their God-given right to keep and bear arms is one of the most effective deterrents against violent criminals, or even worse, government tyranny,” concluded Metcalfe.  “All of which brings us back to the no-nonsense, original intent behind Article 1, Section 21 of the Pennsylvania Constitution:  ‘The right of citizens to bear arms in defense of themselves and the state shall not be questioned.’  This is the exact, on-target message of accountability each of you continues to send to your elected public servants by making the time to travel to Harrisburg today.  Thanks to you, each and every annual Pennsylvania Right to Keep and Bear Arms Rally is more successful than the last.”
