Metcalfe Delivers Solutions to Pennsylvania’s Costly Illegal Alien Invasion

National Security Begins at Home package could save PA taxpayers

more than $1.4 billion annually 


Pennsylvania State Representative and State Legislators for Legal Immigration (SLLI) founder Daryl Metcalfe (R-Butler County) joined with several other state lawmakers today to officially introduce the National Security Begins at Home illegal immigration reform package for the 2011-12 legislative session.         


“Just like any other national policy, America’s immigration laws must protect the lives, liberty and property of American citizens, rather than foreign invaders,” said Metcalfe.  “Since the federal government remains AWOL in fulfilling its constitutional obligation to defend the states against foreign invasion, Pennsylvania state lawmakers have no choice but to stand together to advance the National Security Begins at Home package.”


Designed to restore safety and security to Pennsylvania communities by shutting off public benefits, employment access and all other economic incentives that continue to fuel Pennsylvania’s ever-increasing illegal alien invasion, Metcalfe’s comprehensive legislative contributions to the National Security Begins at Home package specifically target:


·         Illegal Alien Crime:   Pennsylvania taxpayers spend on average $74 million annually due to increased state and local government costs directly associated to police, corrections and judicial expenses for illegal aliens.   Modeled after the Arizona immigration law, Metcalfe’s Support Our Law Enforcement and Safe Neighborhoods Act (House Bill 738) would provide state and local law enforcement with full authority to apprehend Pennsylvania’s estimated 140,000 illegal alien invaders for deportation.


·         Stolen Jobs:   Establishing a zero-tolerance policy against illegal alien invaders and those employing them remain among the most effective means to end Pennsylvania’s illegal alien invasion.    House Bill 858 would require all Commonwealth employers and government entities to enroll in the federal government’s free E-Verify program to confirm Social Security numbers of prospective employees.


·         Stolen Citizenship and Stolen Benefits:   Due to the current misapplication of the 14th Amendment of the U.S. Constitution, “anchor babies,” or children born to illegal alien parents, are granted automatic citizenship and typically qualify for public education, health care, welfare and many other taxpayer-funded benefits.   As a result, Pennsylvania taxpayers spend more than $500 million annually due to stolen public benefits. A two-part legislative approach, House Bill 857, corrects this misapplication of the 14th Amendment by clarifying the original intent of the phrase “subject to the jurisdiction thereof” to eliminate the anchor baby status in Pennsylvania. The second part, an interstate compact, allows states to join together to further clarify “subject to the jurisdiction thereof” by granting the ability to notate “natural-born citizen” on a birth certificate.


Other National Security Begins at Home reforms introduced during today’s state Capitol press conference included legislation to:  create a third-degree felony offense for any person engaging in human trafficking; establish legal and economic sanctions against “sanctuary” cities; terminate the professional license of any employer that knowingly hires an illegal alien; and eliminate unemployment, welfare and all other non-medical emergency public benefits for illegal aliens.


“Each and every illegal alien’s very first step across our border is a violation of our federal immigration laws, making them foreign invaders,” said Metcalfe.   “Final passage of the National Security Begins at Home package will fully restore the rule of law in favor of tax-paying Pennsylvania citizens. Most importantly, this legislation recognizes that Pennsylvania citizens have a constitutional right to expect their rights to be protected and laws to be enforced, especially against foreign invaders.” 


Recent reports from the Federation for American Immigration Reform (FAIR) confirm that final passage of reforms, such as the National Security Begins at Home package, could save Pennsylvania taxpayers $1.4 billion annually.


“Pennsylvanian’s must be made aware of the personal liberties lost, tax dollars wasted and lives destroyed due to the continued presence of illegal aliens,” said Metcalfe.   “It is my hope that putting a human face on those who have been victimized by illegal aliens through violent crimes, stolen jobs and illegally accessed benefits will bring about immediate and necessary reforms that law-abiding citizens expect, demand and deserve.”
