On New Year’s Day 2013, Representative Metcalfe officially took the oath of office to represent the constituents of the 12th Legislative District for his eighth term in the Pennsylvania House of Representatives. The state Constitution requires members of the Pennsylvania House of Representatives be sworn in for the new session on the first Tuesday in January, which this year fell on New Year's Day.
