HARRISBURG — House Environmental Resources and Energy Committee (ERE) Majority Chairman Daryl Metcalfe (R-Butler) will convene a voting meeting to advance Senate Concurrent Regulatory Review Resolution No. 1 to disapprove and reject Gov. Tom Wolf’s rogue executive actions to enter Pennsylvania into the multi-state Regional Greenhouse Gas Initiative (RGGI).

WHEN: Monday, Nov. 8, call of the chair.

WHERE: Room G-50, Irvis Office Building, State Capitol Complex, Harrisburg.

LIVESTREAM: Barring technical difficulties, Monday’s voting meeting will be streamed live on

Metcalfe also issued the following statement outlining the necessary actions that will likely need to be taken after the concurrent resolution reaches the governor’s desk:

“Once again, RGGI’s massive revenue extracting, carbon emissions auction mechanism clearly represents a tax which only the General Assembly may lawfully enact under the Constitution of Pennsylvania.

“If Wolf continues his petulant obstinance by vetoing this concurrent resolution, after it passes both chambers of the General Assembly, I will call on Attorney General Josh Shapiro to exercise his authority in this process to reject RGGI.

“Attorney General Shapiro would be wise to take notice of the bipartisan vote in the Senate on this resolution, and the bipartisan support this resolution will receive in the House. He should use his authority as the Commonwealth’s chief law enforcement officer to halt further advancement of the governor’s illegitimate RGGI scheme.”
